47TH SUB JUNIOR,JUNIOR & SENIOR NATIONAL SKATING CHAMPIONSHIPS
With reference to our earlier intimation, please make note of the updated position on 47th National Skating Championships. All the RSFI State/UT units are requested to attend the Nationals and extend their full cooperation in making this Championship a grand Success.
1. Speed National
DATES:3rd to 6th February 2010 at Nagpur, Maharashtra
TEAMS TO REPORT: on 2nd February 2010 at the NIT Skating Rink, Nagpur.
VENUE: NIT Skating Rink, Corporation Colony, North Amba Zari Road, Daga Lay out, Nagpur. 200M Bank
Track. Road venue will be informed at the Manager’s meeting on 2nd Feb. 2010
II. Artistic and Roller Hockey Nationals’ Venue and dates shall be informed shortly.
Note: besides above arenas, if need be Federation may hold events in other suitable arenas.
AGE GROUPS, ENTRIES, EVENTS, GENERAL RULES and GUIDELINES etc:
a).Rules and regulations(RR): as per practice Federation RR Dt.30th Oct.2000 & amendments subsequently made will be followed, however the following guidelines are to be adhere to:-
b) Participation in the said Nationals is restricted to RSFI invited Teams and players.
c) Age eligibility:
A Skater should be 8 Years of age on 1/1/2009 to be allowed participation in the championships.
In Figure Skating, participation will also be allowed in 6–8 years age group, where a skater has to be 6 years of age as on 1/1/2009.
6 to 8 years age group’s participants will not be allowed to participate in the upper age group.
d) Birth Certificate: Photo copy of Date of Birth Certificates of all skaters (including above 16 years) given by their School/College where they are presently studying must be submitted to the RSFI Championship Committee along with Entry Form while original certificate should be produced immediately for verification as and when required. In case of players who have completed their studies, they have to submit valid age proof by way of photocopy of their Passport/Pan Card/Election Commission Card.
e) Photos: Skaters have to submit 2 passport size current photos for affixing on their Certificates.
f) Entries: Entries are to be filled by participating teams/players as per excel format enclosed. The same duly filled must be sent over email within 25th January to: rsfi@hotmail.com copy to srmvsp@gmail.com while the Hard Copy should be carried by the team manager to the Venue and handed over to The Championship Committee.
g) Payments: towards State/UT Affiliation fees, Skaters’ annual Registration and Entry Fees for participation should be made by way of 2 separate Demand Drafts drawn favouring “Roller Skating Federation of India” payable at “Visakhapatnam” . At the back of the said demand draft name of the State/UT and purpose should be clearly mentioned. Payment by cheque/cash will not be accepted. In case any of the payment/s has been already made to The Federation, proof of the
payment should be submitted by Team Manager to The Championship Committee at the Venue.
h) Team manager’s authorization and mobile nos.: is to be given by State/U.T Units so that RSFI Committee can contact the manager as and when required. The manager must be authorized by State/UT President/Gen.Secretary to make corrections if required in the entry form submitted.
EVENTS:
a) Speed Skating: For Distances & Type of Races pleases follow the latest distances and rules RSFI Format effective from 1st July 2004.
Inline Relay Race (Track): This will be a demo event organised by The Federation. From next Nationals this will be included as a regular event.
Skates permitted for Speed Skating: Quads skates with 2 pairs of wheels fastened parallel to each other and Inline skates having 4 to 6 wheels fastened in a line are permitted. The maximum diameter of inline skate wheel must not exceed 110mm.The inline skate must not exceed 50cm in
length. Inline skates having 3 wheels are not permitted for above 12 years age group.
b) Artistic Skating: will comprise of Figure Skating, Free Skating, Pair Skating, Solo Dance & Pair Dance Skating and Inline Free Skating. No competition will be held for Precision and Show Skating. Competitive age for Figure Skating will be from 6 to 8 years age Group onwards; while in Free,Pair, Solo-Pair Dance, Inline Free Skating it will be held from 8 to 10 years age group onwards.
Timing details for Inline Free Skating, Solo Dance & Pair Dance Skating will be as per Annexure-I
Minimum average marks (correction/clarification in previous RR rules): irrespective of number of participants in an age group, a skater must score a minimum of 4 average marks from the judges to be entitled for ranking/medal.
c) Hockey clarification: In Inline Hockey only one team per state/UT unit for Men & Women will be allowed. A skater should be 12 years of age as on 1/1/2009 to be eligible for participation. For Roller hockey age groups please follow RR.
ENTRY FEES: For participation in each event i.e. Quads Speed, Inline Speed, Figure and Free, Pair, Solo Dance, Pair Dance, Inline Free Skating - a skater will need to pay Rs.250 per event. For Roller Hockey per Team fees will be Rs.2500 and for Inline Hockey it will be Rs.4000 per team.
GENERAL RULES/GUIDELINES:
Skaters are advised to preferably participate in one discipline only.
Boarding: Subsidized Vegetarian meal i.e. Breakfast-Lunch-Dinner is being arranged by the organisor/host on payment basis subject to minimum advance payment to reach them 1 week prior to the reporting date. For details contact the organisor/host of the championship/s.
Wheels allowed: Skaters are to bring wheels suitable for use on all kind of floors including Cement–Kota-Cudappa-Tandur stone–Mosaic–Tarmac-wooden surfaces.
Transport: Transport will be arranged for receiving the teams at the railway station provided that the teams will inform the organisor/host 1 week prior to the date of reporting their arrival and departure details i.e. Train Name and No., Date and time of Arrival/departure, No. of persons etc.
Accommodation (dormitory/room sharing basis): On receiving 1 week’s prior intimation about the team details by the organisor/host, they will arrange complimentary accommodation for the invited team/players from the date of reporting till next day morning of the championship
getting over. The accommodation will be provided only to Team players, 1 Manager, 1 Lady Manager, 1 Artistic Coach, 1 Roller Hockey Coach, 1 Inline Hockey Coach, 1 Speed Coach. Lady Manger will be allowed accommodation only if there are Girl participants in the team or if there is
no male Manager in the team. Coaches will be allowed only if there are players with the team participating in the respective discipline.
Note: Parents are not permitted to stay in the accommodation provided by the host/organisor.
Note: It is suggested that teams book their return journey ticket in the late afternoon of the next day of the championships getting over; keeping in view that if any event is not complete on last day of the championships due to any unforeseen reasons then the same may have to be rescheduled and held late at the night of last day of the championships or the next day morning.
Teams staying at the official accommodation are to send Rs.250/- per skater to the Hosts towards Security Deposit for the bedding being provided to their team and towards any breakage and loss of assets of the place of accommodation where the teams are being put up. Teams are to carry bed roll & adequate warm clothing depending on the season’s requirement.
Accident/Medical/Life/Insurance Policies: Please note that for any injury/losses caused to the participants/officials/accompanying members during the Championships, on or off the playing area, RSFI and or Organisor/Host Association shall not be responsible and or liable to meet any expenses/damages whatsoever. Therefore please ensure that all the participating skaters, officials and accompanying members must take adequate accidental, medical and life insurance policies. They are to carry the necessary policies with themselves/team manager. Every team must carry a FirstAid Kit.
Dope/Drug Tests: as per the government policy the Federation will carry out at random tests on players to ensure drug and dope are not being used by them to enhance their performance.
Practice: will be allowed on the reporting date of the Championship to the Teams. For the practice schedule, the team managers are to contact the championship committee immediately on arrival.
Managers/Coaches Meeting: will be held between 5-7 PM on the day of reporting at a place so decided by the championship committee to discuss arrangements made for championships/ Clarification of Rules/Announcement of program/Championship Schedule.
Team Managers are to report to the championship committee and complete following formalities immediately on teams’ arrival:
a). Confirm the Entry Forms already submitted & pay the balance registration/annual affiliation fee/skaters’ registration fee/skaters’ entry fees/security deposit pending if any.
b). Submit photocopy of proof of Date of Birth Certificate of all Skaters.
c). Submit Skaters’ Annual Registration Form as per RSFI format.
d). Submit 2 passport size photos for affixing in the Participation/Merit Certificate.
e). Collect the Race Numbers/Chest numbers.
f). Submit details of team’s return journey date, time & mode of transport.
g). Handover Team Rolling Trophies/Shields of last Nationals in perfect condition and duly polished.
h). Hand over Team Flag for the March past/hosting. Minimum participation rules for holding the competition:- The events will be held even if in an age group there is only 1 participant in Speed/Free/Figure/1 Pair/1 Pair dance/1 Solo dance/2 teams in Roller Hockey/2 teams in Inline Hockey. Ranking will be given on the basis of the
following criteria:-
Speed:-A skater completing the race & clocking the same or better timing than the third position holder’s timing for the same race of at least last two National Championships will be entitled for obtaining a Bronze Medal. Similar rule will apply for Silver & Gold Medals also.
Artistic:- For Free/Figure/Pair/Pair dance/Solo dance skating a skater to obtain a:-
Gold Medal, must score average of 6 marks out of 10
Silver Medal, must score average of 5 marks out of 10
Bronze Medal, must score average of 4 marks out of 10
Roller Hockey: a participating team must comprise of 6 players i.e. 1 goal keeper, 4 players and a compulsory substitute Goal Keeper and play at least one match then only the ranking will be done.
Inline Hockey: a participating team must comprise of 8 players i.e. 1 Goal Keeper, 4 players and a compulsory substitute Goal Keeper & two substitute players and play at least one match then only
the ranking will be done. In case of any unforeseen circumstances if the schedule or events are not complete, the decision by the Federation will be final in this regard.

ANNEXURE-I
ARTISTIC SKATING
SOLO DANCE: consists of two parts that are necessary for all participants to perform i.e.
(a).Compulsory Dance (b).Free Dance
Details as mentioned below:
Age Group Dance
8 to 10 and 10 to 12 Free Dance , Compulsory Dance- Fourteen Step
Above 12 all age groups Free Dance, Compulsory Dance - Imperial Tango as well as Fourteen step
Free Dance duration of the music is 2:30 min +/- 10 sec
It is necessary to participate in Free as well as Compulsory dance for all participants in all age groups 8 to 10 years onwards. The winner will be announced based on the total marks scored by
the skater in both.
DANCE SKATING(PAIR DANCE)
The event consists of three (3) parts which is compulsory for all participants:
a) Compulsory dances
b) Original Dance (OD)
c) Free Dance program.

Above 12 all age groups Free Dance, Compulsory Dance - Imperial Tango as well as Fourteen step
